Feature description
Add a cmd to get/set arbitrary settings from arbitrary categories, similarly to adb shell settings (but without ADB privilege)
This will make Termux much more useful, and less dependent on automation apps.

An alternative implementation is to "overload" the settings command in the same way that am is "overloaded", but this would no longer be part of termux-api, it would have to be included in termux-app
