Upgrade upcase code base to at least Rails v7.2

Code base is presently on Rails 7.0, which is already past EOL. Upgrade to at least 7.2.

We can consider upgrading to 8.x, but once we're to 7.2, we can investigate that lift.

The upgrade from Rails 7.0 to 7.1 might be somewhat involved, but once we get past that, it should become much easier to continue upgrading through the end of 7.2 and see if we can keep going.
