Editor: Unable to save editor settings on fresh system

Description

When you start the engine, a folder with general settings is not created on the C drive on path "C:\Users<user_name>\AppData\Local\FrostSpear\WorldEditor"

Prerequisites

Engine installed and shoot down.

Steps to Reproduce

1. Start the engine

Expected behavior:

The folder is created using the following path "C:\Users<user_name>\AppData\Local\FrostSpear\WorldEditor"

Actual behavior:

The folder do not created

Reproducibility:
