Workspace Model is primarily for build tool plugins - The JetBrains blog post states: "This update is particularly relevant for developers working on build tool integration plugins, such as Maven, Gradle, BSP, Bazel." PyVenvManage is NOT a build tool plugin - it's a simple UI action that sets SDKs.
