This PR causes
duplicateandpushbackattributes to always be present on adds count metric.Previously, they were only added when they were going to be set to
true, but this makes it hard to create graphs/alerts for conditions which haven't yet been seen by the monitoring infrastructure since the names of these attributes are unknown.
