Fixes unicode-org#5039 Caused by rust-lang/rust#125360. We were assuming that `packed` meant `C, packed` already. This is an assumption I've seen throughout the Rust ecosystem so there may be reasons to revert.

We performed some out of cycle zerovec releases and we don't have a release/1.2 branch, so I just made a temporary branch as a part of this history. Once this merges I'll merge it into the main history so the commit is retained, and tag it. |
