This, along with ut-amrl/robofleet_client_lib#8 adds support for PoseWithCovarianceStamped which among other things is the standard message used with AMCLocalization.

I've modified gitmodules to use the feature branch of
robofleet_client_libso testing and review is simple. Once this PR is approved, and the feature branch is merged in, I'll update this branch to point back to themainbranch for therobofleet_client_libsubmodule.
