Installed python 3.12. Tested with a custom app pointing to
src/custom-workbench-jupyter-template.python --versionshows version 3.12.3 installed, but app creation takes ~35 minutes. Is this expected? Is there anything else I need to do to get apps to start more quickly?BENCH-7962: Upgrade Python version in Workbench apps
