[FEATURE] Provide mechanism to clean up state of workspaces

Description

Today end-users, especially us developing/testing many node projects & within monorepos, have to manually deal with node_modules folders & lockfiles. Let's add a way to clean this stuff up easily.

Suggestion

• add a new command for cleaning up/blowing away node modules associated with a project (ex. vlt store / vlt store rm|remove|delete) - consideration should be given to whether we want to reuse vlt cache (although "cache" & "store" aren't necessarily synonymous)
• add a new command for cleaning up/blowing away & syncing lockfiles associated with a project (ex. vlt lock / vlt lock rm|remove|delete)
