Uses the recommended telementry vs-code npm package for extension authors.
This will also opt-out of telemtry events from being sent to Azure AppInsights if they opt out in their settings, otherwise we keep a local global state track of number of starts, restarts & stops. Along with sending it off to Azure AppInsights to help see how IIS Express for VSCode is used, how often etc & what countries.
