Relax upper bounds for GHC 9.14.1

cborg-0.2.10.0 builds with GHC 9.14.1 and its boot packages base-4.22.0.0 and containers-0.8.

In the maintainers want it, I can raise a PR and do a Hackage metadata edit on Hackage.

cborg can still be fixed by adding an allow-newer stanza to cborg's cabal.project file.

If the maintainers are interested, I can raise a PR.

But that would not help the users of cborg because the cabal.project file is not part of its Hackage publication.

It would help me, because I could remove the allow-newer for cborg and keep the allow-newer for these until it too is fixed.
