Fix test_db_counters test

Ticket

Make the test independent of the FeatureFlags.EnableLocalDBBtreeIndex. The issue was discovered in the new stable-24-3 branch which had a different default value of the FeatureFlags.EnableLocalDBBtreeIndex.
