step_simulation() introduces new stepping behavior and additional termination/post-processing logic, but there are no tests covering it (no references under tests/). Since Flight has extensive automated tests, add unit/integration tests validating step-by-step execution matches simulate() results (including controller/sensor nodes and event handling like rail-exit/impact).
