App/Desktop settings sound effects don't play when using keyboard to navigate menus and overlap when scrolling the menu quickly

Description

Currently when navigating the app/desktop settings menus below (note recording has sound):

The sounds play on top of each other if you navigate quickly through the items with your mouse. Additionally they do not play when using the keyboard to navigate

Steps to reproduce

1. Open the app in the web or desktop
2. Open settings
3. Go to Sound Effects
4. Navigate the Select menu with the keyboard (sounds will not play)
5. Scroll the menu/hover around with your mouse (all sounds will layer on top of each other)
