Picks up sphinx-airflow-theme 0.3.16 (apache/airflow-site#1701). The theme pinned the docs' right-hand "On this page" list 263px from the top of the window, from a rule meant for the community page. With #75485 the content now starts 130px down, so without this bump that list sits well below the content and stays at 263px while you scroll. 0.3.16 lets it follow the theme's 90px navbar offset, like the left sidebar.
apache/airflow-site#1701 has before/after screenshots from an Airflow docs build with both changes.
Only the theme pin and its
uv.lockentry change. This is a separate PR, as with #75471, so it can carry thebackport-to-v3-4-testlabel alongside #75485.
