Adds an ODD Search page to the Console. It reads the existing ODD LabelSets (kitscenes v3.0/v3.1) after checking their digests, and serves them for v3.7, which packs the same scenes. Scenes can be filtered with AND/OR groups of conditions (is / is not, any of several values, minimum duration, confidence and source), and each result shows on a timeline where in the scene its labels hold.
No labeling and no pipeline change; it only reads existing artifacts. Deployed and checked on the Console. kitscenes-val has no ODD labels yet.
