Trial using GuCDK EC2 app pattern

This is an investigation into whether we can safely migrate our CDK definition for the DCR app to one GuEc2App pattern

For this we will create a new app in CDK, deploy to code and point frontend to this app to test the new configuration. If we're happy with it, we'll formulate a plan to replace in prod
