I'd like to chat with people without them "ever logging in" (notice, I'm not saying "without them registering" because that might be done automatically in background as well as subsequent manual removal or manual "merge" with an existing account).

This is basically to mimic chat from Zendesk or similar "ChatOps" solution but based purely on NextCloud and its apps.

UI & behavior similar to Zendesk, but using NextCloud and its Contacts & Talk/Spreed & etc. apps as "backend".

Describe alternatives you've considered

Using Zendesk itself. But it's not integrated with NC Contacts (see feed support for an example how such integration could/should look lie) nor with other NC apps.

I don't really get what you are missing, as you can create public chats and people can then chat without ever logging in. Maybe you can add some screenshots from zendesk which show what you mean?

Sorry for the late delay - we've tested this and found out the following.

a) Any NC user can create a chat any time and choose to make the chat available through a link to any guest (who doesn't have to be registered).

b) Any guest user can't by no means create a new chat (e.g. a default predefined NC user account).

To support Zendesk behavior, we'd need a way how to allow guest users to create a new chat (e.g. by clicking "Support through chat" button on any web page) with a predefined set of NC accounts (chosen by NC admin) which would then (after some conversation) be removable by any of the NC accounts from the predefined set of NC accounts.

Of course there would need to be a setting how many such "external" chats can reside on the given NC server to disallow any denial-of-service or "disk quota" security issues (the default number could be maybe around 5000). After reaching this limit, instead of chat an adjustable message/html_code would be shown to the user to inform her to come later after some slots have been freed or to use other means of communication (e.g. a phone).

Does that make any sense?
