Update outdated plaintext configurations for Nifty, PeoplePC, and Goo Mail

Hi,

I identified three providers in the ISPDB (Nifty, PeoplePC, Goo Mail) that are currently configured to use outdated plaintext settings. However, my analysis shows that these providers actually support encryption (SSL or STARTTLS).

Keeping these configurations in plaintext exposes users to insecure transfer.

Here are the details and official references for the correct settings:

Suggestion: Beyond fixing these specific entries, I suggest implementing a validation tool or CI check to verify that submitted configurations prioritize encrypted connections whenever available.

I've opened #188 to fix those three configs. Thanks for reporting them!

Regarding the automation suggestion, it's on our plate (see #135), but we haven't implemented this yet.
